Vintage Wool Pants Button Fly European? Military? 33” X 30”

Things to note:
Rear pocket button is missing. See pic 8.
Right front pocket button is missing and there is a hole in the pocket lining. See pic 9.
Some of the button fly buttons have been sewn or redeem with red thread. The lower button fly button is different than the others (a replacement to a missing button... not sure how old it is). See pic 7.
The waistband lining (inside out side) has some wear/holes (not in the wool... just waistband lining). See pic 10 upper pic.
There is some, what appears to be brass hardware... it’s like nothing I’ve ever seen on pants before. I think it’s fantastic. See pic 10 (lower pic).
There are “stamps” or “markings on the inside out side of pants. See pics 1 & 10.
My “guess” is that these are military. If not, then maybe some sort of law enforcement. I don’t know the history or origin. I do know these pants are true vintage. But, not sure how old.
I’m not sure what size the pants are. But, you should always go by measurements (particularly with vintage clothing). See measurements. See pic 12 for some laying flat measurements.
Waist measures 16 1/2” from side to side but waist can never made smaller by using the extra metal loop (see pic 10 lower pic).
Rise (crotch seam to top of waist) is 12”.
Hips area (measurement from side to side across where bottom of fly starts) is 23”.
Inseam (crotch seam to end of leg) is 30”.
End of leg measures 8 3/4” from side to side.
10” up from end of leg, leg measures 9 3/4” from side to side.
